I designed this tag using Vi Nina's "Marlene" tube.

Tutorial
*Important note : drop shadow effect is used on all elements except 49,4,9*
Open new 500x500 transparent page.
Place frame 1 in the middle of the page.
Resize to X 248.71px, Y 254.52px, W 56.25% and H 56.27%.
Place paper 5 behind frame 1.
Erase any parts of paper layer outside of frame 1.
Place element 49 in the middle of the paper layer.
Resize to X 250.50px, Y 257.50px, W and H 100%.
Place element 28 behind paper layer (in the middle).
Resize to X 251.02px, Y 242.23px, W 64.09% and H 64.10% and -89.72 degree angle.
Place another element 28 behind paper layer (in the middle).
Resize to X 252.00px, Y 233.50px, W 64.09% and H 64.10%.
Place mask of choice behind element 28 just placed.
Place element 14 at top right hand corner of frame 1.
Resize to X 252.00px, Y 107.50px, W and H 100%.
Place element 4 at bottom left hand corner of frame 1.
Resize to X 221.50px, Y 213.00px, W and H -63.21%.
Place element 25 at bottom left hand corner of frame 1.
Resize to X 78.08px, Y 291.17px, W 36.53% and H 36.60%.
Place another element 14 infront of element 25.
Resize to X 102.00px, Y 392.50px, W and H 100%.
Place element 21 at top left hand corner of frame 1.
Resize to X 64.66px, Y 89.89px, W and H 18.22%.
Place another element 21 at bottom right hand corner of frame 1.
Resize to X 432.50px, Y 403.26px, W 19.51% and H 19.49%.
Place element 9 over the first element 21.
Resize to X 120.00px, Y 242.50px, W 62.87% and H 62.89%.
Place element 31 in the middle of the first element 21.
Resize to X 66.72px, Y 72.06px, W and H 23.32%.
