I designed this tag using Designs by Norella's tube "Willow".

Tutorial

Open new 500x500 transparent page.

Place element frame  9b in the middle of the page. (DS)

Resize to

Place paper 15 behind element  frame 9b.

Place WA 3 on top of the paper layer. (erase parts of element that is not needed)

Resize to

Place element 7 behind the paper layer.

Resize to

Place mask of choice behind element 7.

Place paper 15 on top of mask. (create clipping mask)

Place tube layer on top of the paper layer to the left hand side. (create clipping mask)

Resize to

Place element 12 on top of paper 15 . (create clipping mask)

Place frame 9a infront of frame 9b. (DS)

Resize to

Place element 97 infront of frame 9a. (DS, IG)

Place element 79 infront of element 97 towards the bottom left hand side.

Resize to

Place element 78 infront of element 97 towards the top left hand side.

Resize to

Place element 80 infront of element 97 towards the bottom right hand side.

Resize to

Place element 81 infront of element 97 towards the top right hand side.

Resize to

Place tube layer infront of element 97. (DS, OG, erase parts of tube layer not needed)

Resize to

Place element 71b infront of the tube layer at the bottom. (DS, OG)

Resize to

Place element 41 infront of element 71b at the bottom left hand side. (DS, OG)

Resize to

Place element 61 infront of element 71b at the right hand side of the bear. (DS, OG)
